717-THE GREAT SUPERIOR SHOCKING TAX SWINDLE is Superior’s biggest story of 2024 in my opinion. I tried to find every article I could and create a timeline to try and figure it all out. This is the 5th installment of this series. Today we will analyze all the different angles of this debacle and figure out where we go from here.
Let’s start with the Mayor and get his take on this. In other words, who’s at fault here because Lord knows, it’s not him. It’s never him is it? So based on his own words, here is the
list in no particular order.
1-The State
2-Your home’s value hasn’t kept pace with the market
3-Tax levies imposed by the City
4-Tax levies imposed by the County
5-Tax levies imposed by the School District
6-Tax levies imposed by the Technical College
7-New properties being added to the tax rolls
8-The Law
9-Residential property gained a huge amount of value very quickly
10-We may have undervalued the commercial property this year
11-Your school tax also went up much more than we expected
12-The city did not raise taxes, in fact, we lowered them
13-Douglas County imposed a small increase
14-The School District bill grew considerably
15-A very broken state funding system
16-Most of this information wasn’t even available until the bills went out.
17-We have a legal and moral obligation to assess everyone fairly based on their true value.
18-Manufacturing is typically the lowest tax yield
19- The rising cost of housing in Superior led to the citywide revaluation.

MISSING FROM THE LIST
1-MAYOR JIM PAINE
2-CITY COUNCIL
3-CITY ASSESSOR TERRY JOHNSON*
* Because of the lack of reporting by the Fake News I am not sure what role the City Assessor played in this mess but one would have to surmise that there is some, perhaps significant involvement and the Mayor should provide the taxpayers with a full explanation.

This what politicians like Jim Paine do. When something they implemented goes wrong, that they are responsible for they immediately switch to “Auto-Lie” and blame everything and everybody else for it. And then they go into these long “migraine inducing” explanations and hope that you, the taxpayers are stupid enough to believe them. And sadly, some do. The latest example of this would be the L.A. fires and the conduct of the Mayor Karen “Dum” Bass AKA “The Ghana Mama” and the Governor, Gavin “Failed Ken Doll” Newsom. Does anybody believe the sh*t these two have been spewing the last few weeks? Do any of you believe the sh*t that Mayor Paine has been spewing the last few weeks?

WHAT’S NEXT?
Well, according to Angie Sapik’s Facebook post on Dec 19th, which is on our last Blog, not much. On that post she highlighted some questions and solutions only to be shot down by the prevailing bureaucracies. The Mayor said back in December that he was going to do this, that and the other and in typical Mayor Paine style, he has been MIA on this subject for the last month or so. The Mainstream media has been pretty much silent as well. So I’m sorry to say that as of today, it does not appear that there is any “help along the way” coming anytime soon. I think the tax bills will stand “As Is”. If I hear of any updates, I will let you know.

A POLITICIAN OF FINANCIAL NECESSITY
I coined this phrase quite some time ago. I made it for politicians and people at any level, city, state or federal and for any party. It’s aimed at people who have, for the most part, never worked in the real world. It included teachers, government workers, community organizers, non-profit workers, politicians and any other jobs that are directly or indirectly linked and/or financed by any level of government.
I have a list in my head and maybe I’ll print it some day and put it on a Blog. And that list has my own rules for voting for politicians. On that list I have two standards. The first part of the list is what I call “Automatic Disqualification”. If any one of those rules are broken, I would not vote for them. The second part of the list are things I would like to see from an elected official, but would not stop me from voting for them.
So on the previous paragraph where I mention teachers etc., those are all “Automatic Disqualifications” for me. I am not knocking those professions at all. But in my years of following politics, I feel they make for lousy politicians. So please keep your jobs and don’t run for politics. Jim Payne fits in this rule.

JIM PAINE
Age: 33 Address: 1008 N. 17th St. Family: Wife Katie Education: Bachelor’s degree in history from the University of Wisconsin-Superior; Master’s degree in Advocacy and Political Leadership from the University of Minnesota Duluth. Government and/or civic experience: Douglas County Board, vice chairman of the Administration Committee, Health and Human Services Board, Metropolitan Interstate Council, Veterans Commission, Superior Days for most of the last 10 years; lobby leader for Superior Days, student government and County Board youth representative while in college. Why did you decide to run for mayor? Paine said he wants to lead the city to a progressive future. "It’s time for my generation to lead." The 21st century is going to look very different from the last, and he said he has the experience to lead the city into that future.

In other words no real life work experience. He then went on and became Mayor in 2017.I made my point. We need to elect people who have built things. People who have started businesses that were successful among other things. A Mayor that will understand that running a city should not be run through the lenses of Republican or Democrat. I don’t want a Mayor who wants to change the name of national holidays or endorse other political fringe movements. We get enough of that stuff at the state and national levels. Pot holes, snow removal and public safety are not political. And if I have learned anything living in Superior, that’s what the residents want and are concerned about. And a Mayor who will attract other good people to run for council or other top administration positions. And those people will attract good people to work for them. That’s how things work. Jim Paine is not that man.
A peaceful day of support for social justice attracted more than 200 people.

SUPERIOR, Wis. – Two of Kim Young's grandchildren sat at her feet as she made an impassioned plea for justice from the middle of a sunlit crowd.
"I refuse to fail them," said the community activist. "I refuse to let them grow up and become objects of scorn and fear."
In a now-familiar scene playing out around the country for more than a week in the wake of George Floyd's death, some 200 peaceful protesters gathered at the Douglas County Courthouse in Superior on Thursday afternoon to demand police accountability and an end to racial violence.
"No more," Stephan Witherspoon, president of the Duluth chapter of the NAACP, said as the crowd repeated.
Superior, a city of 26,000 that, like Duluth, is 90% white, has a Commission on Communities of Color that is drafting the city's official response to Floyd's death on May 25 while being restrained by police in Minneapolis. That board will meet next week.
"No violence, no tearing down our community — we are going to help build them up," Young said.
Mayor Jim Paine, who led off his remarks with an unequivocal "Black lives matter," said the city's police force is "one of the most progressive in Wisconsin" and urged protesters to continue putting pressure on the government by writing to representatives, showing up at meetings and voting.
Energized by calls to challenge white supremacy activities, the crowd later spread out around the courthouse and commanded a chorus of supportive honks at the corner of Belknap and Hammond, one of the city's busiest intersections.
"We are no longer asking you to dismantle racism," she told the crowd. "You're going to do it."

Sorry Mayor, but I have no interest in what you think about all this stuff and that includes climate change. The Mayor and City Council should have a non-political approach to running the city. Let’s leave this stuff to the state and federal politicians. We would all be better off if you did.
It is my # 1 “Automatic Disqualifier” when it comes to voting. If a politician cannot make a comparable salary in the “Real World” than what their political position pays then there is no way will I vote for them. In the case of Jim Paine I believe that is the case. He makes around $100,000.00 a year as Mayor of Superior, maybe even more when you put in the benefits. When I looked at his resume, I’m not sure he has made even half that in any of his previous jobs. And according to his bio, I don’t think he has ever had a “Real World” job. Many people have taken pay cuts, in some cases huge pay cuts when they became politicians. So, my question to you, the readers is if you own and even if you don’t own a business, would you hire Jim Paine? And would you pay him $100,000.00 a year?
It got me thinking about how much Mayor’s in other cities make, and based on the population I calculated how much the cost per resident was as well. Here are the results:
CITY | POPULATION | MAYOR SALARY | COST TO TAXPAYER (CENTS) |
---|---|---|---|
HERMANTOWN, MN | 10,202 | $9,600.00 | .94 |
CLOQUET, MN | 12,570 | $9,600.00 | .76 |
SUPERIOR, WI | 26,423 | $93,129.00 | $3.53 |
SHEBOYGAN, WI | 49,686 | $58.000.00 | $1.17 |
EAU CLAIRE, WI | 70,542 | $66,605.00 | .94 |
DULUTH, MN | 87,680 | $74,697.00 | .85 |
KENOSHA, WI | 98,211 | $65,166.00 | .66 |
MADISON, WI | 291,307 | $168,695.00 | .58 |
MILWAUKEE, WI | 556,111 | $169,436.12 | .30 |

I have to tell you that even I was surprised with this. Mayor Paine should consider changing the name of Superior to Jackpot, WI. Obviously this is shocking and reflects on how poorly this city has been run. It also shows you how lousy our lamestream fake news is in this area. This should have been a story that they broke a long time ago. But where do you go for answers? Jim Paine? I don’t think so. All you’re gonna get is one of his word salads and an industrial size headache. You would assume he knows this. It took me less than 30 minutes to do this research.
But now that I did, maybe somebody like “Cut and Paste” Shelley “The Hack” Nelson from the “Tehran” Telegram AKA Superior Telegram could pick it up from here and explain how this happened. I won’t hold my garlic and onion infused breath. But then, don’t forget the Mayor always likes to say “How hard he works”. So, maybe he’s worth it. I never smelled an order of fish so strong in my life. This stinks!

AND FINALLY!!!
A patriotic porn star who went viral for her support of Donald Trump is offering to spend the night with L.A.'s first responders to thank them for handling the Los Angeles wildfires.
Richelle Ryan, who is one of the top MILF performers in the adult industry, expressed her thanks to California's brave firefighters by offering to be their 'sugar mama' in a recent interview.
'God bless our first responders, that's all I can say,' she gushed, before adding, 'I wanna be one of their sugar mamas, I wanna take them out on a date.'
THAT’S ME AND MY HOSE
When I was a little boy I wanted to be a fireman. Does that count?
See you on the next Blog.
