Former Superior Teachers Union president charged with drunk driving, resisting arrest

At 11 p.m. on March 22, 2025, the Superior Police Department received a report of a red Jeep Cherokee driving erratically and striking curbs along Highway 2, near 29th Avenue East. The reporting party followed the Jeep through town and observed it pull into the rest stop just outside of Superior on Highway 2.
When officers arrived, they found 54-year-old Linda West sitting in the driver’s seat of the Jeep. Ms. West is a sixth grade math teacher at Superior Middle School and president of the Superior Teachers Union.

An excerpt from Officer Samuel Finkbeiner’s report follows:
I started talking to Linda. While I was speaking with her, I observed she had glassy eyes, slurred speech, and the odor of intoxicants coming from her person. Based on my training and experience I know these as signs of intoxication. I informed Linda that I could smell the odor of intoxicants coming from her and that she clearly has been drinking tonight. She stated, “I have.” I asked if she had her identification on her and she demanded we turn our lights off.
I proceeded to tell Linda to step out of her vehicle as she was now becoming uncooperative. She stated she would not. I informed her she would be forced out. Linda continued to refuse to get out and fight with getting out of her vehicle. I had a hold of her arms and I could feel muscular tension as I did so. Eventually she got out and she was walked to the front of my squad car. Linda continued to pull away from officers and was ordered to “stop resisting.” She continued to pull her arms away where three officers had to get her to place her arms behind her back. Linda was uncooperative for most of our contact. She was escorted to the back of my squad car...

I went and spoke with the complainants … [They] stated they followed her and observed her hitting curbs and going in the middle of the lane …
I returned to my squad car and read Linda the “informing-the-accused” form. Linda was disruptive the entire time I read the form by talking over me and kicking the partition in the back seat … I transported her to the Douglas County Jail to administer the Intoximeter...

West blew a 0.19 on the Intoximeter—more than twice the legal limit for driving.
West received a charge for Operating While Intoxicated, and another for her blood alcohol content being greater than 0.15. She was also charged with Resisting/Obstructing.
On March 31, 2025, Linda West entered pleas of not guilty to all three charges. Her next court hearing is scheduled for June 4, 2025.
A text message sent to Ms. West, requesting comment, had not received a response as of press time.
BUT THERE IS A TWIST

Update, April 12, 2025.
The Monitor received a phone call from someone who identified themselves as Kyle Smith. Mr. Smith stated that he was the current president of the Superior Teachers Union and asked us to correct our article. He refused to verify whether or not Ms. West currently held a position with the union.
Our conversation follows.
Monitor: So Linda West is not the president?
Kyle Smith: No. She was about three years ago.
Monitor: Well, that can’t be right, because the 990 form for 2023 lists her as the president, so that was just over a year ago.
Smith: Well, I don’t know what you’re looking at, but that’s two years ago.
Monitor: So who’s the president?
Smith: I’m just saying that she’s not the union president anymore.
Monitor: Okay. And do you know who is?
Smith: I do.
Monitor: Can you tell me, so I can call them? I need to verify this stuff. You’re saying I’m wrong, but you’re not giving me an avenue to verify it.
Smith: Okay, I’m the current president, so that’s all I need to say.
Monitor: Okay. Can I get your name?
Smith: Yeah, it’s Kyle Smith. I don’t want to see my name in it.
Monitor: Does Linda West have a position with the union at this time?
Smith: I’m not going to comment any more. I just wanted you to fix your story, that’s all.
Monitor: Well, to fix the story would be to give me her actual position.
Smith: No. I think I’m just going to leave it at that, okay?
Monitor: So you’re not going to tell me if she has a position with the union or not?
Smith: I’m just going to tell you to correct the title, so that’s all I’m going to say.
Monitor: All right, I’ll let my readers know.

847.This incident occurred on March 22. Today is April 16. I can’t find anything from the Superior Telegram or Duluth News Tribune. But that’s not the only DUI story that the Duluth Monitor broke. Check this out.
Spouse of Douglas County sheriff pleads no contest to OWI

On Aug. 17, 2024, Wisconsin State Trooper Zachary Lind issued 45-year-old Lindsay Izzard a ticket for Operating While Under the Influence in the vicinity of 23rd Avenue East and 6th Street in Superior. Lindsay’s husband, Matt Izzard, was elected sheriff of Douglas County in August of 2022. The Izzards live in Foxboro, about ten miles south of Superior.
The Lindsay Izzard case was not formally charged until Sept. 9, 2024 (23 days after her infraction). She was charged with Operating While Under the Influence in Douglas County Circuit Court.
On Sept. 10, the following day, Ms. Izzard was also charged with Operating While Under the Influence, With a Blood Alcohol Content Equal To or Greater Than .15—an intoxication level which often leads to enhanced penalties.
On Sept. 17, Lindsay Izzard emailed the court (using her official College of St. Scholastica email account, where she works in the Student Health Service Office), stating that she had “already started payment” on the first ticket, and added that she wanted to enter a plea of NOT GUILTY to the second.
On Sept. 23, the Douglas County District Attorney requested a special prosecutor to try the cases against Izzard, because a “conflict of interest exist[ed] regarding the district attorney or the district attorney staff.”
Judge George Glonek appointed Bayfield County District Attorney Kimberly Lawton as the special prosecutor overseeing the Izzard cases.
On Sept. 27, Sheriff Matt Izzard announced that Douglas County would be enhancing public safety by putting more deputies on the roads for traffic enforcement.
On Oct. 3, 2024, Lindsay Izzard pleaded NO CONTEST to Operating While Under the Influence. She was fined $1,006, her license was suspended for seven months, and six demerit points will be attached to her license. The second charge was dismissed.

Ms. Izzard’s penalty was clearly not as severe as it might have been. The stipulation between Ms. Izzard and the prosecution notes that “The parties jointly recommend the guidelines for under.15 for aggravated driving”—meaning that the more stringent penalties for driving with a blood-alcohol content of.15 would not apply to Ms. Izzard. For one thing, Izzard’s vehicle will not be equipped with a breath alcohol ignition interlock system.
Neither Matt nor Lindsay Izzard responded to requests for comment. Both their Facebook pages disappeared shortly after we contacted them via Facebook Messenger and email

Lindsay Izzard flipped car at Family Fun Days

On Aug. 17, 2024, Officer Zachary Lind with the Wisconsin State Patrol and City of Superior Police Officer Aaron Lofgren responded to the scene of a rollover crash near 23rd Avenue East and Sixth Street in Superior. Officer Lofgren observed a female standing near a white Cadillac XT5 SUV, which was lying on its roof in the roadway. Nearby, a parked red Ford Fusion had received damage to the rear driver’s side wheel well.

According to a witness, the SUV had been traveling southbound on Sixth Street, when it veered out of its lane and drove “into the parked vehicle. The impact made [the SUV] flip entirely and eventually end on its roof. [The driver] then crawled out … as it was upside down.”
The driver was 45-year-old Lindsay Izzard and the upside-down SUV was registered to Matt Izzard. Matt, Lindsay’s husband, was elected Douglas County sheriff in 2022.
A large crowd gathered, some taking pictures. A street dance was underway nearby, at the East End Family Fun Days celebration. Eighties rock cover band Hellcat was playing onstage as officers processed the scene.

Lindsay was uninjured. When Officer Lind conducted a preliminary breath test, Lindsay registered a .167 blood-alcohol content.
Lindsay had been participating in the festivities. According to Lind’s report, Lindsay stated that she had “Probably three glasses of wine at the Hammond at five o’clock and probably three seltzers between Hudy’s and Dodgie’s.”
Officer Lind transported Lindsay Izzard to St. Mary’s Hospital in Superior, where he supervised a blood draw. Lindsay was then released to a “responsible party” in the parking lot of the hospital, her aunt Mary Higgins, who “stated she was sober and would take responsibility for Izzard and signed the responsibility form.”
On Sept. 9, 2024, the state police received the results back from the lab: Lindsay Izzard’s blood-alcohol content was 0.156.
Lindsay was charged with two offenses: Operating a Vehicle While Impaired and Operating a Vehicle While Impaired With a BAC Greater than 0.15. No charges were issued for the property damage.
On Oct. 3, 2024, Lindsay entered a No Contest plea to Operating a Vehicle While Impaired. The second charge was dismissed.
Lindsay Izzard was fined $1,006. Her license was suspended for seven months, and she received six penalty points on her record. She is also required to participate in an Intoxicated Driver Assessment and Safety Plan.
Neither Lindsay nor Matt Izzard responded to requests for comment.

Wife of Douglas County sheriff pleads to operating while intoxicated

SUPERIOR — The wife of Douglas County Sheriff Matt Izzard, Lindsay Marie Izzard, 45, of Foxboro, pleaded no contest to an ordinance violation of first-offense operating while intoxicated. Izzard had her driver’s license revoked for seven months after making the plea on Oct. 3 in Douglas County Circuit Court.
She must also pay a fine and have an alcohol assessment, according to online court records. A second ordinance violation of first-offense operating with a prohibited alcohol concentration was dismissed.
The traffic citations were issued to Izzard in connection with an Aug. 17 crash on the 2200 block of East Sixth Street behind the Lake Superior Community Health Center.
The vehicle Izzard was driving struck a parked vehicle and flipped over, landing on its roof, according to the crash report from the Superior Police Department.
The parked vehicle sustained significant damage in the crash, which was reported at 10:03 p.m. Aug. 17. Izzard was wearing a seat belt and did not need medical treatment.
The report said Izzard admitted to drinking and consented to field sobriety testing, which was completed by a member of the Wisconsin State Patrol.

850. OMG! 56 days later The Superior Telegram finally prints a story. The story has no picture of any kind. The story is printed on page 2 of the paper. The story is about 1/8th of the page, about the size of 3 packs of matches. Keep in mind that when the Maniac of the Midwest, Melissa Hyatt opened her new venture she got a large color 1/2 page story on the front page of the Telegram and Tribune. Remember?

851. No picture, page two and an article smaller than many of the obituaries. Responsible journalism? I don’t think so. The story was actually printed in their Oct 24, 2024 paper. Just for shits and giggles, here are the important headlines that were on page 1 that day.

(FYI, about six weeks after this story the property tax bills started going out. You really can’t make this stuff up)

TALKING ABOUT IRONY...READ THIS!!!

On the same day Oct 18, 2024, on the same page, right under the previous story is another OWI story. It comes with a picture and the story is slightly longer. Here it is:
Superior man charged with fifth OWI

SUPERIOR — A Superior man who allegedly almost hit a pedestrian while driving while intoxicated is charged with a fifth OWI.
James Richard Biscay, 69, faces one felony count of fifth offense operating a motor vehicle while under the influence. He waived the time limits for his preliminary hearing Tuesday, Oct. 15, in Douglas County Circuit Court. A $750 cash bond was set for Biscay, who remained in custody at the Douglas County Jail on Wednesday, Oct. 16. Police officers responded to the Kwik Trip at 6007 Tower Ave. around 5:32 p.m. Oct. 10 for a report that a driver hit a cement pole and almost struck a pedestrian in the parking lot, according to the criminal complaint. The driver was identified as Biscay. Superior Police Detective Griffith Coffman reported that Biscay smelled of alcohol, had slurred speech and glossy eyes and admitted to drinking two “Keystones” earlier. Police Sgt. Matthew Brown reported that Biscay was unsteady on his feet, his speech was slurred and he was unable to perform field sobriety tests. Biscay had a restriction on his driver’s license that limits his blood alcohol concentration while driving to 0.02. The complaint listed four prior operating while intoxicated convictions, all in Douglas County, the most recent in 2010.
Biscay’s next court appearance is Oct. 29 to determine if he has retained an attorney. He appeared without a lawyer Oct. 15, according to court records.

852. The incident took place Oct 10, 2024 and was reported in the October 18, 2024 Superior Telegram paper. That is 8 days.
In the case of Former Superior Teachers Union president Linda West charged with drunk driving and resisting arrest, this incident occurred on March 22. Today is April 16. I can’t find anything from the Superior Telegram or Duluth News Tribune. That is 25 days and counting.
In the case of Lindsay Marie Izzard it took the Superior Telegram 56 days to finally report it in a small page 2 article with no picture.

So as my wife would ask me, “what’s your point?” Well I’m not going to start reporting on DUI stories. I used these 3 stories to demonstrate the hypocrisy in the type of reporting coming out or in many cases not coming out of our local media. The media in our area is driven more by ideology than truth and facts. A lot of stories go completely unreported. That’s what today’s Blog is mostly about. I understand that not all DUI or many other stories for that matter don’t need to be reported but when they are unusual or involve prominent people in our society they should be with truth and honesty and quite frankly, that’s not what we are getting. And today I’m going to highlight some of those stories.

853. But first, I have our first ever “Timbits” episode today featuring Tampon Tim Walz and JimSickle Paine. Full disclosure, I stole that name for Paine from a readers comment on a Craig Sutherland’s Facebook post. I love it. Here we go:

WOW! Tampon Tim makes $127,629.00 per year as the Governor of the state of Minnesota and JimSickle Paine makes $100,000.00 per year as Mayor of Superior. Tampon only makes $27,629.00 a year more than the Mayor of Superior. When it comes to these two, neither one is worth a nickel. But if you had 2 qualified people, the Governor of Minnesota should be making more and as far as Mayor of Superior goes the maximum should be around $50,000.00 (or less) regardless of who it is because it really is a part-time job. “The Infamous Hot Tub Interview”

853. The next story is one I’ve wanted to report on for a long time and it comes from none other than the award winning scribe “Cut and Paste” Shelley “The Hack” Nelson. It is one of the worst or best examples of bias, one-sided, sickening and incomplete reporting you’ll find anywhere. I dubbed it “The Infamous Hot Tub Interview”. After I read it back in 2023 I could just picture these two sipping fake champagne or cheap wine out of a pre-used unwashed plastic cup in a hot tub. Get your barf bags ready. Here it is:


A Superior first: Paine is city's first mayor to run unopposed twice
Without a challenger in the April election, Mayor Jim Paine becomes the first Superior mayor to go unchallenged in back-to-back elections; only two other mayors have ever run unopposed in Superior.

SUPERIOR — The city is headed for an historic election this spring.
It’s not what’s on the ballot that makes it historic; it’s what’s not — a declared challenger to the mayor. While mayors have run unopposed in the past — in 1939, 1979 and 2019 — no Superior mayor has ever run unopposed twice. In the course of 44 elections for mayor over the last 134 years, most incumbents have faced multiple challengers. For Mayor Jim Paine, who finds himself without a challenger for the second time since taking office in 2017, it’s a humbling honor that the public seems to have a level of confidence in the work that has been done in the city.

“I’ve always insisted that the best campaign is just doing a good job, making sure that we’re working for the people of Superior,” Paine said.
That level of public confidence in local government extends to the city councilors up for reelection this year. Every councilor whose term expires in April is also running unopposed.

COMMENTS
854. The narrative that the Mayor and Shelley Nelson are pushing here is that everything is going so great in Superior and that’s the reason there are no challengers. I don’t buy that for a minute. Paine is do delusional that I think he actually believes that but Shelley Nelson should have known better. Keep in mind this article is from Feb. 2023. People had just checked out of local politics. They were so disillusioned with this Mayor and City Council that they just gave up. And the other reason was that people who have an opposite view of the current council did not run because they didn’t want to be part of this dysfunctional council. And really, who can blame them? I heard from a good source that two previous councilors under Paine chose not to run because it left “A Black Hole in their Soul” or words to that effect.

BACK TO THE STORY…
While spring elections in Wisconsin are considered nonpartisan, that wasn’t always true in Superior’s mayoral politics.
The only contested race for Superior city government on the ballot this year is the 3rd District special election to replace a city councilor who resigned in November. The term for that seat expires in April 2024.
“I think the perception is that people are comfortable with what’s going on in the city,” said Khalil “Haji” Dokhanchi, professor and chairman of the social inquiry department at the University of Wisconsin-Superior.

Dokhanchi said if you look at the way people vote in Superior, a nearly 2-1 margin in favor of Democratic over Republican candidates in recent elections, more conservative candidates could find it difficult to run against Paine, and other Democrats simply aren’t going to run against him. Partisan politics very much played a role in how mayoral elections were decided. Superior’s first mayor, Alex J. McRae, was a Democrat. In 1890, when he was running for reelection, McRae stepped away from the race to give a fellow Democrat, David Dobie, a shot at defeating the Republican candidate for mayor, Martin Pattison. Twice Pattison defeated Dobie to become Superior’s second mayor and the first mayor to serve consecutive terms in office.

After Pattison left office in 1892, no other Superior mayor served consecutive terms until Harvey W. Dietrich was elected in 1898.It wasn’t until Bryn Ostby was elected in 1935 that any mayor served three consecutive terms in office. While Ostby was the first mayor to run unopposed in Superior’s history, it happened at a time when residents, discontent with Superior’s financial struggles, eliminated the mayor-council form of government altogether at the end of Ostby’s term in 1941.

Khalil “Haji” Dokhan
855. Thanks to Khalil “Haji” Dokhan for the history lesson. But I don’t think Shelley Nelson should have interviewed him beyond that. Or at the very least she could have also spoken to someone with an opposing view. But she didn’t. He contributed to Paine’s campaign and is a big supporter, which he has every right to. More on this further down.
BACK TO THE STORY...
Dokhanchi, who acknowledged contributing to Paine’s campaign and supporting him as mayor, said he would think differently about Paine if his work wasn't producing results.
“If he wasn’t doing a good job, if we had financial problems, if our numbers were going down, if there was some problem in the city, I would be critical,” Dokhanchi said.
Paine seems capable of managing crises, engaging the community and advocating for the city, he said.“What you do have to have is a passion, a vision and an ability to articulate that, and he has all of those,” Dokhanchi said. “He has a vision for the city and where he wants to go, and he’s willing to fight for it. People may disagree with him … but I think what he is able to do is say ‘I have a vision.’”

856. As I said, I don’t think Shelley Nelson should have interviewed him beyond his history lesson. Do Shelley Nelson and Mr. Dokhanchi live in Superior?
Because if they do who in hell do they talk to? I would bet any amount of money that if you took a poll that said “What person do you dislike the most in Superior?” Jim Paine would be at the top of the list.

Back in June of 2022 I knew that there was no chance of getting the license for the Palace renewed. I had to then figure out what to tell my employees, my suppliers and my customers about the reality of our situation. It was a very bad time for us and in my almost 50 years of owning businesses a situation I had never faced before.
I also knew that about 75% of my customers were Democrats. We spoke politics once in a while, mostly federal politics and rarely, if ever, local politics. I have to say that I personally didn’t follow city politics all that much. And of course since I was always outnumbered we didn’t speak politics that often. And now I am going to have to tell them what I thought about Paine, a Democrat who was responsible for closing the Palace and how that was going to suck for me. As if I didn’t have enough stress.

857. But something unexpected happened. As I started telling the story to our customers, the second I mentioned Paine’s name their mood immediately changed. They would go from happy to mad in a nano second. Many would curse at the mention of his name, they would tell me stories of their encounters with Paine or about friends or family who had issues with him as well. It’s like I ruined their day or shot their dog.

I was stunned. I don’t think I had ever talked to them about Paine. Like I said, I really didn’t spend much time following City politics. Many were still very upset with his relationship with Jenny Van Sickle. I had never even heard of it. I had to Google it when I went home.
858. But I think the biggest takeaway for me was the level of anger they had towards him. Kind of like mine. Unhealthy. So I talked to my wife about this after my first day of talking to some of our customers about our situation and she experienced the same thing. For the rest of the month of June every day we would discuss this odd turn of events. I worked the early shift and when I got home she would go in and start her shift. I then got a little obsessed about the fact that I had not found one, not one person I talked to had anything good to say about Paine. None. By the end of the month we probably spoke to around 150-200 people and she found one, only one that showed support for Paine. I never found any. And I’m not exaggerating any part of this story. That is the way it all went down.
BACK TO THE STORY...
Paine planned and organized a campaign last summer, fully anticipating a challenge when he launched the effort in the fall. Despite running unopposed, Paine said he’s still willing to participate in election-related public forums or endorsement screening opportunities to share his vision for the city.

“I really have a lot of big ideas for the next term,” Paine said. “I have a plan for … the next stage in Superior’s development, and I want to talk about it. I know some of my ideas can seem new, or controversial, or even radical, but I believe that big change comes from big ideas, and I want to talk about them. And I want to convince the public that taking on big challenges, maybe even taking on big risks, was going to be good for Superior.”

Blah, Blah, Blah. Typical Jim Paine BS. Let’s break it down.
PAINE SAID
“I really have a lot of big ideas for the next term,”
“Despite running unopposed, Paine said he’s still willing to participate in election-related public forums or endorsement screening opportunities to share his vision for the city.”
I SAY
Going to one of those “Forums” would be like going to euthanasia day at the animal shelter or even worse, going to one of his “State of the city” speeches.
PAINE SAID
“I really have a lot of big ideas for the next term”. Keep in mind this article was done in Feb 2023.
I SAY
860. Well now it’s April 2025 and we have seen your “Big Ideas”
Here are a few of them:
- Going back on your word with NTEC, an almost billion dollar project that would have provided the city with jobs and millions of tax dollars.
- Making sure that Superior’s reputation as a “Business Unfriendly” city stays intact. Look what he did to the Vape shops. Many of them set up shop in Superior, invested hundreds of thousands of dollars in the process, created jobs and pay thousands of dollars in taxes every year. Then he came out with a list of rules that are designed to put them out of business.


TRIFECTA OF TERROR
3. And don’t forget the “Trifecta of Terror”, Disconnect Superior (55-65 million dollars), Princess Theater (3-4 million dollars) and Carnegie Library (5-7 million dollars). Oh, I forgot that he also wants to give UWS 10 million for a new facility. And that will provide the city with zero yearly tax dollars because university are exempt from city taxes.
I predict that all of these projects are doomed for failure. And the ongoing costs to keep these projects going will likely be in the one to two million dollars range every year. The total cost of these projects will come to approximately 86 million dollars. The city’s yearly budget is around 36 million.
The math here is scary. I will do a more detailed report on the “Trifecta of Terror” at a later date.
He doesn’t have Big ideas, he has Stupid ideas, Scary ideas.
4. And don’t forget the “Great Superior Shocking Tax Swindle”. While it’s not one of his “Big Ideas” it’s an example of his lack of intelligence to implement one.

5. And the worst of them all, he screwed that Mini-Golf guy for an extra 500 bucks in rent. What a small, petty, inept,
miserable little man he is. That pretty much sums up JimSickle Paine for ya. Now I have a “Hot Tub Rash”.

This was not an informative, honest report about the realities on the ground. This was a one sided love letter from Shelley to Jimmy with a special appearance by Khalil “Haji” Dokhan. This is why these two newspapers and much of the left wing media is failing. Yes, like all the ones that have been pushing the “Joe Biden is just fine” narrative for the past 4 years. People weren’t buying it then and they are certainly not buying it now. And back in 2023 when you ran this article, most people in Superior were not thinking what a wonderful job Jim Paine and the incompetent City Council was doing.
What happened here is called Political Apathy and/or Political Alienation

862. In my opinion you have lost your moral and civic authority. With your “Cut and paste” reporting and your omission of important stories how do you expect the people to believe you. Well many don’t and they shouldn’t.
